The area, perimeter and volume are useful to the person who owns and/or lives in the house because if they want a certain room to be their living room or the kitchen, they will know how big/small the room is. Then they can choose which room they want to be their living room or kitchen since they know the size of the room. One reason why the area, perimeter and volume are important and useful to the constructor who is building the house is because they will know how big to build each room and how big to build the house.
